STRATEGIC MANAGEMENT OF DIGITALIZATION PROJECTS IN THE CONTEXT OF PUBLIC-PRIVATE PARTNERSHIPS FOR THE SUSTAINABLE RECOVERY OF UKRAINE

Abstract

This article develops a model for the strategic management of digitalisation projects within the public-private partnership (PPP) framework aimed at forming a recovery project portfolio for Ukraine under conditions of war, logistical constraints, and resource limitations. It examines the interrelations between strategic planning, contractual forms of public-private partnership, digital public administration tools, and portfolio prioritisation procedures. The study substantiates that digitalisation should be viewed not merely as a technological component of reconstruction, but as an instrument for ensuring accountability, project comparability, and more evidence-based investment decision-making. Particular attention is paid to the incorporation of wartime, logistical, and fiscal risks, as well as to the inclusion of data requirements, performance indicators, and control mechanisms within partnership arrangements. The paper proposes an integrated approach whereby the recovery strategy is consistently translated into project selection criteria, the choice of an appropriate partnership form, the formation of a coherent project portfolio, and a unified digital monitoring framework. The role of the DREAM ecosystem is highlighted as an environment that enables the comparison of projects by status, budget, stages of implementation, documentary support, and expected outcomes. The expediency of a risk-adjusted evaluation approach, which combines a project’s public value with the realism of its implementation, is substantiated. Using transport and logistics projects as a case study, the article demonstrates the practical potential of open DREAM profiles for supporting portfolio selection and aligning individual initiatives with the strategic objectives of recovery, mobility, and modernisation. It is shown that the proposed model integrates strategic project selection, partnership conditions, data requirements, and risk assessment within a single managerial framework. This creates a solid basis for enhancing the governability, transparency, and effectiveness of Ukraine’s recovery, facilitating the transition from fragmented financing to a balanced composition of projects oriented towards a sustainable public outcome. The model also holds considerable potential for shaping territorial recovery portfolios and advancing the Smart City concept as a coordinated form of governance of urban services, data, and infrastructure.
