FACTORS SHAPING THE REINTEGRATION MODEL OF THE TEMPORARILY OCCUPIED TERRITORY OF CRIMEA

Abstract

This article offers a comprehensive analysis of the factors shaping the model of reintegration of the temporarily occupied territory of the Autonomous Republic of Crimea. Reintegration is understood as a complex and multidimensional process that goes beyond the restoration of territorial control and includes the re-establishment of legal, political, socio-economic, and humanitarian frameworks within the state. The study shows that this process is driven by a system of interrelated factors, including security, political and institutional, socio-demographic, economic, informational, and international dimensions. These factors do not operate in isolation; rather, they interact and reinforce one another, shaping the overall effectiveness of state policy. The study also substantiates the hierarchy of these factors, reflecting their relative significance and sequence in the implementation of reintegration policy. Particular attention is paid to the specific features of Crimea, such as its strategic geopolitical position, extensive militarization, demographic shifts, and prolonged information isolation. The security dimension is identified as a key precondition for reintegration, as ensuring physical safety, demilitarization, stabilization, and border control creates the basis for restoring governance, economic activity, and population return. At the same time, political and legal factors play a central role in rebuilding institutions and ensuring the rule of law, especially in the context of transitional justice. Socio-demographic processes, including migration and social differentiation, affect long-term stability and require policies aimed at restoring trust and strengthening social cohesion. Economic recovery,  infrastructure rebuilding, and the regulation of property rights form the material foundation for sustainable reintegration, while attracting investment remains a significant challenge. The informational dimension is also crucial, given the impact of propaganda and identity transformation, which calls for the restoration of the media space and educational environment. In addition, international support and sanctions are highlighted as important external factors influencing reintegration outcomes. The article concludes that effective reintegration requires a comprehensive and balanced approach that takes into account the interdependence of all these factors, which is further supported by the analysis of international reintegration cases.
