THE CONCEPT OF HIGHER EDUCATION INSTITUTIONS INTELLECTUAL CAPITAL MANAGEMENT UNDER CONDITIONS OF WARTIME MIGRATION PROCESSES

Abstract

The article examines the theoretical and applied aspects of intellectual capital management in higher education institutions under conditions of wartime migration processes. The relevance of the study is substantiated by significant transformations in the functioning of the higher education system caused by the full-scale war, forced internal and external migration of the population, relocation of educational institutions, intensified competition for human capital, and the need to ensure the sustainable development of universities under conditions of uncertainty. Scientific approaches to interpreting the essence of intellectual capital are generalized, and the specific features of its formation within higher education institutions are identified. The study proposes an author's approach to the structure of intellectual capital in higher education institutions, which includes human, structural, relational, innovation, and digital capital, and substantiates their role in ensuring the competitiveness, adaptability, and innovative development of universities. Internal and external factors influencing the development of intellectual capital under wartime migration processes are systematized. The specific impact of migration processes on individual components of intellectual capital is determined. It is proved that, alongside the negative consequences associated with the outflow of academic staff and students, disruption of organizational relationships, reduced innovation activity, and increased digital security risks, wartime migration processes also create new opportunities for expanding international cooperation, developing academic mobility, digitalizing the educational environment, and integrating into the global scientific and educational space. A concept of intellectual capital management for higher education institutions under wartime migration processes has been developed. The concept is based on the integration of human, structural, relational, innovation, and digital capital and involves the application of a comprehensive set of organizational, personnel, economic, informational, innovation, and digital management mechanisms. The implementation of the proposed concept will contribute to the preservation and development of the intellectual potential of universities, increase the efficiency of their functioning, strengthen international cooperation, and ensure long-term resilience under wartime and post-war transformations
