STRATEGIES FOR OVERCOMING PROPERTY INEQUALITY

The article is devoted to a comprehensive study of theoretical, methodological, and applied foundations for overcoming property inequality in the context of achieving the Sustainable Development Goals, which forms the core of the third chapter of the dissertation research. A representative system of primary macroeconomic and social indicators based on World Bank and OECD data for the period 2010–2023 was formed to operationalize the research task. To eliminate the phenomenon of multicollinearity and data redundancy, a Pearson correlation matrix was constructed, leading to the selection of statistically independent parameters. Using the method of optimal uniformity, integral indexes of property inequality were calculated for polar countries and Ukraine, providing a unified metric for stratification. Based on Holt’s two-parameter linear exponential smoothing model, medium-term forecasts of the dynamics of social stratification for the perspective of 2024–2028 were constructed, uncovering divergence trends between liberal and socially-oriented economic systems. Using cluster analysis (k-means algorithm), a multidimensional grouping of OECD countries and Ukraine was performed, resulting in the identification of three distinct macromodels of national wealth distribution: Central-Eastern European models with moderate income inequality, developed socio-market systems, and highly unequal diversified systems. The specifics of Ukraine’s positioning within the first cluster (“uniformity in poverty”) are determined based on empirical indicators. Finally, the article substantiates strategic guidelines for adapting the fiscal and regulatory instruments of European nations— including progressive taxation, wealth monitoring, and structural labor reforms—to ensure inclusive economic growth and social resilience during the post-war recovery period.
