SOCIAL ENTREPRENEURSHIP AS AN INSTRUMENT FOR STRATEGIC DEVELOPMENT OF TERRITORIAL COMMUNITIES IN A CROSS-BORDER REGION UNDER EUROPEAN INTEGRATION TRANSFORMATIONS

The article substantiates social entrepreneurship as an organizational and economic instrument for the strategic development of territorial communities in a cross-border region under European integration transformations. The relevance of the study is determined by the intensification of socio-economic challenges faced by Ukrainian communities as a result of the war, migration processes, labour-market deformation, growing needs for supporting vulnerable groups, and the necessity of restoring local economies. Social entrepreneurship is considered as an instrument capable of combining economic activity, social integration, the development of local services, and the attraction of partnership resources. The purpose of the article is to substantiate the role of social entrepreneurship in the strategic development of territorial communities in a cross-border region and to identify organizational and economic directions for its use in local development. The study applies methods of analysis and synthesis, a systemic approach, comparative and structural-logical analysis, a typological analysis of communities, tabular and graphical methods, as well as elements of organizational and economic modelling. The article reveals the hybrid nature of social enterprise, characterizes the cross-border region of Odesa Oblast as an environment for its development on the basis of open data, systematizes the factors and strategic directions of its application, and proposes a typology of communities. The approach to integrating social entrepreneurship into the strategic planning of communities is improved: a conceptual organizational and economic model with a feedback loop, a system of indicators for assessing the effect (economic, social, institutional, and cross-border), and conceptual relationships for assessing community readiness are proposed. The practical significance of the results lies in the possibility of their use by local self-government bodies, regional development agencies, community strategy developers, and international donor organizations.
