Abstract

The article examines the problems of forming an anti-crisis economic strategy of an enterprise in the context of the shocks of 2023–2025: global recession, Russia’s full-scale invasion of Ukraine, energy and logistical shocks. Modern approaches to the selection and typification of strategic management decisions at the enterprise are systematized, supplemented by an analysis of current indicators of business activity: the Ukrainian Business Index and Business Barometer, the digital index of regions, and statistics on the opening and closing of individual entrepreneurs (FOP). The novelty of the research lies in the use of analytical data from recent years to substantiate strategic choices: in 2024, the average value of the Ukrainian Business Index was 37.3 points, reflecting a significant weakening of business expectations, and in 2024, Ukrainians closed almost 210,000 FOPs (more than 32% more than in 2023) while registering about 285,000 new ones. Negative trends continued in 2025: preliminary data indicate that for the first time in a long period, the number of closed entrepreneurs began to exceed the number of opened ones in certain regions. The author summarizes the existing typologies of anti-crisis strategies (defensive, offensive, delegation, compromise) and proposes a refined algorithm for choosing the optimal strategy based on the depth, causes and stage of the crisis. Particular attention is paid to the integration of digital tools and the consideration of regional imbalances in the process of strategic decision-making. The study emphasizes that the effectiveness of an anti-crisis strategy depends on the speed of transformation of the business model and the ability of management to implement “soft” or “hard” reorganization measures depending on the financial state of the  enterprise. The results of the study can be used by managers and owners of small and medium-sized businesses to improve the resilience of enterprises in conditions of prolonged military and economic crisis. The practical significance lies in the systematization of criteria for choosing a strategy that allows minimizing losses and creating a foundation for post-war recovery.
