MECHANISMS OF STATE SUPPORT FOR THE SUSTAINABLE DEVELOPMENT OF MANUFACTURING ENTERPRISES IN THE CONTEXT OF EUROPEAN INTEGRATION: MARKETING, LOGISTICS AND CUSTOMS ASPECTS

Abstract

The article examines the theoretical and practical foundations for developing mechanisms of state support for the sustainable development of manufacturing enterprises in the context of European integration. It emphasises that the development of manufacturing enterprises is an important prerequisite for the structural modernisation of the economy, an increase in the share of value-added products and the strengthening of Ukraine’s export potential. At the same time, enterprises operate amid shortages of investment resources, high energy intensity of production, logistics constraints, increasingly complex customs procedures and the need to adapt their products to European Union market requirements. Financial, marketing and export, logistics, customs and digital mechanisms of state support for manufacturing enterprises are systematised. It is determined that the most effective approach involves the integrated use of grants, preferential lending, state guarantees, export insurance, certification support, the digitalisation of production processes and the development of logistics infrastructure. The need to align these instruments with EU state aid rules, technical and sanitary requirements, and the principles governing the European Single Market is substantiated. Particular attention is devoted to the marketing, logistics and customs aspects of state support. The study demonstrates that export consulting, participation in international exhibitions and the insurance of foreign trade contracts contribute to market diversification and may increase exports by 15–25%. The development of logistics hubs, warehousing infrastructure, cold chains and alternative routes may reduce logistics costs by 10–15% and delivery times by up to 20%. The use of the New Computerised Transit System (NCTS), Authorised Economic Operator status and electronic customs declarations may reduce customs clearance times by 30–40% and the number of documentation errors by up to 50%. It is emphasised that the effectiveness of state support depends on combining public funding with private investment, strengthening the managerial capacity of enterprises and applying measurable performance indicators. It is proposed that the implementation of the relevant mechanisms be assessed using indicators such as productivity growth, reduced energy intensity, increased export revenues, lower logistics costs, shorter customs clearance times and a higher proportion of declarations requiring no corrections. The integrated implementation of these measures will contribute to the modernisation of the manufacturing industry, strengthen its resilience and facilitate the integration of Ukrainian enterprises into European production and logistics chains.
