SECURITY-ORIENTED MANAGEMENT OF THE TRANSPORT COMPLEX IN THE CONTEXT OF DIGITAL TRANSFORMATION: A FINANCIAL AND BANKING PERSPECTIVE

Abstract

The article examines the theoretical and conceptual foundations of security-oriented management of the transport sector under digital transformation, with particular emphasis on the financial and banking dimension. The necessity of shifting from fragmented responses to individual threats toward a systemic, preventive, risk-oriented, and adaptive management approach is substantiated. An author’s interpretation of the concept of “security-oriented management of the transport sector” is proposed, and its key principles are identified, including system integrity, prevention, risk orientation, adaptability, continuity, digital manageability, financial support, and stakeholder cooperation. The dual impact of digital transformation on transport security is demonstrated: on the one hand, digital technologies create new opportunities for monitoring, forecasting, and preventive risk management, while on the other hand, they generate additional digital, informational, and cyber threats. The expediency of distinguishing a financial and banking contour within the system of security-oriented management is substantiated. Within this contour, the banking sector is considered not only as a source of credit financing, but also as an institutional participant in strengthening the resilience of transport enterprises through resource-providing, assessment, guarantee, transactional, and incentive functions. A conceptual model of security-oriented management of the transport sector is proposed, together with a matrix “level of security orientation of a transport enterprise – level of financial and banking risk”, which enables differentiation of financing approaches depending on the combination of the enterprise’s security and financial profiles. The practical significance of the results lies in the possibility of their application by transport enterprises, banking institutions, and other financial organizations for comprehensive risk assessment, identification of priority areas for investment in security, digitalization, and modernization, as well as for strengthening the resilience, adaptability, and recoverability of the transport sector.
