DEVELOPING AN ADAPTIVE-INSTITUTIONAL MODEL FOR THE SUSTAINABLE DEVELOPMENT OF UKRAINE’S AGRICULTURAL SECTOR UNDER WARTIME ECONOMIC CONDITIONS

The article substantiates the theoretical and methodological foundations for forming an adaptive-institutional model for the sustainable development of Ukraine’s agricultural sector under a wartime economy. It has been established that the full-scale war has significantly transformed the operating
conditions of agricultural enterprises, increasing the dependence of their development on the effectiveness of state support, institutional provision, innovation activities, and the ability to adapt to external challenges. It is proven that traditional approaches to ensuring the development of the agricultural sector do not fully take into account the interrelationship of financial, institutional, organizational, and risk-oriented factors, which necessitates the development of a comprehensive adaptive model of sustainable development.
The current challenges of the functioning of Ukraine’s agricultural sector under the conditions of a war economy are analyzed, including the reduction of production potential, disruption of logistics chains, mining of agricultural lands, labor shortages, limited financial resources, and instability of export activities. It is substantiated that ensuring the long-term sustainability of the agricultural sector requires the integration of financial, institutional, organizational, and innovative mechanisms of state regulation.
The authors propose an original adaptive-institutional model of sustainable development of the agricultural sector (AIM-Agro), which integrates budgetary instruments of state support, institutional provision, transformation of business models of farms and agricultural holdings, development of innovative potential, and mechanisms for managing war risks. A methodological approach to assessing the adaptive potential of the agricultural sector is developed, based on the use of an integral index formed by financial, institutional, organizational, innovative, and risk-oriented components. An evaluation matrix for agricultural enterprise business models and an algorithm for implementing the adaptive-institutional management model for sustainable development are proposed.
