DEVELOPMENT OF LVIV REGION WAREHOUSE INFRASTRUCTURE IN THE CONTEXT OF BUSINESS RELOCATION AND WARTIME CHALLENGES

Abstract

The article provides a comprehensive analysis of the transformation of the warehouse real estate market and logistics infrastructure in the Lviv region under the conditions of the full-scale invasion and prolonged martial law. The relevance of this study stems from the fundamental shift in the national logistics map caused by the destruction of major complexes in the central regions of Ukraine, the naval blockade of seaports, and the closure of the airspace. The paper substantiates the strategic status of the Lviv region as a vital security oasis, a pivotal transit hub, and a key distribution gateway between Ukraine and the European Union, which accommodated a massive wave of relocated industrial and commercial enterprises. By applying system analysis and structural-logical modeling, the research highlights the core scientific and practical contradiction between the objective necessity of transforming the region into a European-level logistics hub and the current systemic constraints, such as the acute deficit of high-class (Class A and B) facilities, labor shortages due to mobilization and migration, investment vacuum, and low levels of warehouse automation. The findings indicate that wartime threats and systematic energy infrastructure destruction have altered the philosophy of warehouse development, forcing operators to prioritize security, physical safety of personnel, and energy resilience. Consequently, the study examines the shift toward “green logistics,” the installation of rooftop solar power plants, and the adoption of energy-efficient technologies to maintain strict temperature-controlled environments during power outages. Furthermore, the paper demonstrates that the active development of intermodal “dry ports” and container terminals in the border areas successfully mitigates the technical barrier of differing railway track gauges (1520 mm and 1435 mm). Ultimately, it is argued that the current infrastructure reconfiguration extends beyond mere survival, laying a solid foundation for post-war European nearshoring, economic recovery, and the seamless integration of Ukraine into global supply chains.
