INTEGRATED ASSESSMENT OF THE EFFECTIVENESS OF SCIENTIFIC PROJECTS TAKING INTO ACCOUNT THE EFFICIENCY, COMMERCIALIZATION AND IMPLEMENTATION RISKS IN THE CONDITIONS OF DIGITALIZATION

The article explores the urgent problem of comprehensive assessment of the effectiveness of scientific projects in the context of digital transformation of the economy and science, increasing competition for financial resources and active integration into the international scientific space. It is established that traditional approaches to assessing the effectiveness of scientific activity, which are based mainly on quantitative indicators of publication activity, do not allow to fully reflect the real contribution of projects to the development of science, innovation and economy, since they do not take into account the level of innovation, commercialization of results and management efficiency. The feasibility of using an integrated approach to assessing the effectiveness of scientific projects is substantiated, which involves a systematic combination of indicators of scientific performance, innovative activity, economic return and management characteristics, taking into account implementation risks, implementation delays and resource overspending. A system of key indicators is proposed, which includes the assessment of scientific publications taking into account their quality and level of indexing, patent activity and intellectual property objects, the level of commercialization of research results, the timeliness of project implementation, as well as a comprehensive risk assessment. Particular attention is paid to the use of weighting factors that allow taking into account the different significance of the results obtained and increasing the objectivity of the assessment. It is proven that the inclusion of risk factors, time deviations and resource overruns in the assessment model provides a more accurate and realistic determination of the effectiveness of scientific projects. The proposed approach creates the possibility of carrying out a comparative analysis of projects, increasing the transparency of management decisions and optimizing the allocation of resources.
