Abstract

The economic nature of human capital in the public administration system is investigated, and the need for its comprehensive analysis as a strategic resource for state development is substantiated. The evolution of approaches to the interpretation of human capital from the investment model to the resource -strategic and institutional interpretation is considered. It is established that the traditional understanding of human capital as a set of knowledge and skills is insufficient to explain its role in the formation of social value and ensuring the effectiveness of public institutions. The feasibility of integrating investment, organisational and institutional approaches to its assessment is substantiated. The conceptual principles of a multi-level model of human capital are formulated, which take into account the individual, organisational, and institutional levels of its functioning. It is proven that effective management of human capital is a key condition for improving the quality of public services and ensuring long-term socio-economic sustainability.
