CHANGE MANAGEMENT OF HUMAN RESOURCES IN FINANCIAL INSTITUTIONS WITHIN THE SYSTEM OF SOCIO-ECONOMIC SECURITY

The article examines the management of workforce change as a system-forming component of the socio-economic security of financial institutions under conditions of digital transformation, increasing regulatory pressure, war-related risks, and the implementation of sustainable development principles. The purpose of the study is to systematize the conceptual foundations of workforce change management within the framework of socio-economic security and to identify effective financial instruments for mitigating social and personnel-related risks while enhancing the adaptive capacity of financial institutions. The study is grounded in a combination of the systemic approach, economic security theory, sustainable development концепція, and change management theory. Socio-economic security is interpreted as a multidimensional and dynamic state determined not only by financial stability indicators but also by institutional, social, and кадрові factors. The article substantiates that personnel-related risks—such as staff turnover, burnout, loss of critical competencies, and declining engagement—may transform into financial, operational, compliance, and reputational threats, thereby affecting institutional resilience. Particular attention is paid to the financial instruments of human capital development, including continuous professional training, certification in risk management and ESG practices, long-term incentive systems aligned with risk and sustainability indicators, talent retention programs, and investments in non-financial reporting on human capital. These instruments are conceptualized as strategic investments in resilience that establish causal links between human capital development, risk mitigation, and measurable security outcomes. The findings demonstrate that purposeful investment in workforce development enhances regulatory compliance, operational continuity, transparency, and long-term competitiveness. Prospects for further research include the development of quantitative indicators for assessing the impact of workforce change management on financial stability, the integration of human capital metrics into comprehensive economic security assessment models.
